Neighbourhood Plan

 

Chearsley Neighbourhood Plan (CNP)

A Neighbourhood Plan is a mandatory part of the Planning system, sitting under the Local Plan for Buckinghamshire (BLP) and the National Planning Policy Framework (NPPF).

Because it becomes a mandatory document, production is subject to a strict formal process that ensures that it is :

a) consistent with the BLP and NPPF

b) is accepted and agreed by a majority of the residents in the area to which it applies

Neighbourhood Plan Designated Area

The first step to producing the CNP was to get formal agreement from Buckinghamshire Council to the area to which it applies.  The Parish Council decided that the best and obvious area to choose was the Civil Parish of Chearsley - the area over which it has jurisdiction. The application was made in January 2025 and formal approval of the Designated Area received in February 2025.  The approval includes a map of the Designated Area.

Consistency with the BLP

As well as needing to ensure that the CNP is consistent with the BLP, the BLP will have a significant impact on our village and other parts of the county in which we work, spend our leisure time and more.  The Parish Council is therefore following the BLP development work very closely.  Details can be found on our 'Local Plan for Buckinghamshire' page

Community Engagement

This is the second very important aspect of the CNP work, and the Parish Council is establishing a formal, programme of Community Engagement.

The first such event was an open meeting held at the village hall on 16 July 2026.  This event was advertised by a notice posted through every door, a notice distributed on Chearsley News and on this website.  The evening involved a presentation followed by a Q&A session.
